SEPONL Legislative Committee

SEPONL, in partnership with the Pennsylvania Organization of Nurse Leaders, and other Pennsylvania state regional chapters keep abreast of legislative, regulatory and practice issues affecting the nursing profession at the regional, state and federal fronts. SEPONL provides its members with up-to-date information from governmental, as well as other public and private sources, such as, but not limited to, the American Organization of Nurse Executives, American Hospital Association, American Nurses Association, American College of Healthcare Executives, and Hospital and Healthcare Association of Pennsylvania. Regulatory bodies such as the Joint Commission and Centers for Medicare and Medicaid Services also serve as sources of information guiding nursing practice in Pennsylvania from which information may be circulated to SEPONL Membership.

SEPONL sponsors chapter meetings during the calendar year which allow face-to-face dialogue with the SEPONL Board, including the Legislative Chairperson, and nurse leaders from Southeastern Pennsylvania regarding current legislative issues. Current issues are posted via e-mail to membership.

Advocacy for/ against upcoming legislation may be facilitated by SEPONL through “urgent calls to action”, whereby letters may be distributed to the SEPONL Membership. These letters may be customized and sent to House and Senate officials, allowing nursing leaders to have a voice, and SEPONL members to take an active role, in being influential regarding prospective legislation.



 

November 2010 Legislative Committee Update

The following legislation affecting nursing is under consideration in the state of PA*:

  1. HB 1033- Re: Professional Nurse Safe Staffing Standards
  2. HB 742- Health Facilities Act: Sets mandatory hospital direct care professional nursing practice and professional practice standards
  3. HB 1755- Requires school districts to employ one full time nurse for each building
  4. SB 311- Establishes peer-sponsored Nurses Health Program
  5. HB 890- Establishes nursing and nurse-educator loan forgiveness and scholarship program.

*HB stands for House Bill and SB stands for Senate Bill. A bill must be brought before both the House of Representatives and the Senate for approval. Once a bill is approved by one house, it is sent to the other which may pass, reject, or amend it. For the bill to become law, both houses must agree to identical versions of the bill.
